Assisted living or personal care — what's the difference?

If you've been searching for assisted living in the South Hills or the Pittsburgh area, here's something most families don't know: in Pennsylvania, the care you're probably picturing is often provided by a personal care home.

Two names, one state, two licenses.

Pennsylvania is one of the states that draws a legal line between two kinds of senior living communities. Personal care homes and assisted living residences are licensed separately by the state, under two different sets of regulations — even though, day to day, families would recognize much of the same life in both: a private residence, home-cooked meals, help with bathing, dressing and medications, and staff nearby around the clock.

The main difference is how much care a community is permitted to provide as needs grow. Assisted living residences are licensed to support some residents whose needs approach a nursing level of care. Personal care homes support residents who need help with daily living and supervision, but not skilled nursing around the clock — and when more support is needed, outside providers such as hospice agencies can come to the resident, right in their own room.

We aren't an assisted living residence, and we won't pretend the two labels are interchangeable — but if you started your search with the words “assisted living,” the daily reality you're looking for may be exactly what a personal care home provides.

Which one does my loved one need?

Start with the person, not the label. If your loved one needs a safe, social home with real help through the day — meals, medications, personal care, and people who notice when something's off — a personal care home fits. If they need daily skilled nursing procedures, ask communities directly what their license allows; an honest community will tell you plainly, and will point you elsewhere when they're not the right fit.
